Alyssa Miller has this interesting article on the sweat spot of many lenses, and it is worth a read. Sure it was different when this was initially stated since it was large format cameras, meaning F/8 was much less depth of field than modern cameras, but still, it is a pretty much sweet spot on most lenses.
